History. Ringel Kotzin Valuation Services was founded in Phoenix by Gary Ringel in 1989 as U.S.L. Valuation, Inc. to provide comprehensive Arizona real estate appraisal services and valuations of limited partnership interests and promissory notes. Significant growth in the areas of business and intellectual property valuation began in 2000 with the addition of Lynton Kotzin, a former Director of PricewaterhouseCoopers' Corporate Value Consulting practice in Phoenix.
